Our car parks are available for residents to park their cars, small vans and motorcycles. However, on most estates, there is not enough parking for all our residents.
To prevent non-residents from adding to the problem, we issue virtual resident parking permits of the vehicle registered.
At a few sites where there is enough space, we may be able to give more than one permit to some households.
Parking Management Process

PURPOSE: To outline procedures for tenants, visitors, and disabled parking on the Waterman's estates. This policy will describe acceptable visitor parking processes,

POLICY: It is the policy of WHC to provide adequate parking space for all tenants and essential visitors such as carers. In accordance with policy, WHC will also provide adequate parking and enforce its proper use.
Visitors, generally our parking priority must be for our tenants and essential visitors (such as carers). Fortunately, at both Watermans Court and Boston Manor Road (BMR) estates, there are suitable parking options for non-essential visitors.
The car park opposite the top gate of Watermans Court can accommodate up to 40 vehicles and limited on-street parking near BMR is also available for visitors' parking.
There is some limited on-street car parking available at the Hope Close / Burford Road estates.
Process: All tenants need to register their vehicles with the office in the first instance, providing the necessary proof of ownership details so that their vehicles can be registered with the parking company to avoid receiving a parking ticket.
Vehicle change: where there has been a vehicle change the new vehicle needs to be registered with the office asap.
The new car parking management system is now in operation in your car park and this guide will provide you with the information you need to know about the system, how it operates and the processes you need to follow to avoid receiving a ticket.
How the System Works
Automatic number plate recognition cameras will be used at the entrance and exit point(s) of the car park, capturing the vehicles entering and exiting the site. Signage throughout the sites will detail the regulations that motorists need to follow.
If a motorist breaches the terms and conditions of the parking area, does not pass on their full, correct vehicle registration details to the office and doesn’t have a valid e-permit on the system to exempt them from the parking regulations, a series of letters (Parking Charge Notices) will be issued to the keeper/driver of the vehicle. All correspondence will be compliant with the DVLA and the British Parking Association regulations.
Blue Badge holders are not automatically entitled to unlimited free parking on private land; this is only applicable on (public) council-owned land and therefore they must follow the regulations as displayed on the signage like all other motorists unless they are a tenant/co-op members and have followed the registration process.
Permits
Virtual permanent and temporary permits are available for vehicles that should be exempt from parking regulations when parked on-site. Permits are held electronically on the system, there is nothing physical to display in the vehicle. The permit prevents a Parking Charge Notice from being issued to the vehicle.
It is the responsibility of the tenant to ensure the details of new registrations eligible for permits are updated as soon as required in order to prevent unnecessary Parking Charges from being issued. It is imperative that permits are up-to-date and if tenants or essential visitors, who should have been recorded in the system, are not updated, this will incur a parking ticket being issued to the vehicle owner.
Grace period: Although there are different grace periods for each estate, tenants should still email in their visitor’s vehicle registration details as there has been substantial abuse of the grace period since the commencement of the parking scheme. We were finding that the use of our skips was being abused by outside individuals who quickly enter the estate, dump their rubbish and drive off without receiving a ticket because of the grace period. Similarly, abusive fly tipping was also a problem on some estates with vehicles swiftly entering the estate, dumping their rubbish and rushing off again without ever getting a parking ticket, again because of the grace period. If you call in any of your friends / family vehicle who park on the estate; even to drop you off for a few minutes, this should ensure that authorised vehicles do not receive a ticket. The system is flexible so you can call in or send us an email the next day and this even works at weekends.
Cancelling Parking Charges

In the event of a motorist returning to the site to appeal their parking charge, the process is to explain that the car park is run by an external parking management company and that appeals must be dealt with by ParkingEye.
The motorist should then be advised to contact ParkingEye (as per the contact details on their charge letter) via one of the following methods:

Car Park Regulations
We know it’s frustrating when, despite our permit scheme, non-residents use our limited parking spaces.
Our staff and parking contractors check the car parks regularly – both on scheduled visits to your estate and when attending for other reasons.
You can help by telling us straight away if you think a car has been abandoned so that we can get the council to take it away.
Please note that we will consider a car to be abandoned if it is in very poor condition or if it has not been moved for some time.
Safe use of car parks
Please make sure that our car parks are not a risk to health and safety.

Especially, don’t park next to exits or junctions, or on grassed or paved areas.

Don’t keep unsafe vehicles in the car park.
